Maybe I should handle this one...
You have one of the most powerful skin makers already. since you have Photoshop that is. However it cannot do it alone, I recommend you also get Paint Shop Pro, and NPhernos, as they allow Photoshop to do the best work possible.
If you need I also have some templates on my website to help guide new skinners on their way, and these templates contain just about everything you need (other than the programs themselves) to get ya going, including some instructions.
Oh NPhernos is also available for download off my site too. Thanks for hosting that file Grieve.
Basicly it breaks down like this...
NPhernos is your best skin viewer, and skin painting program. Photoshop is your best bet for doing alot of features for speed, and getting various automated effects, like chromes. Paint Shop Pro is indespensible for converting your color pallettes from Photoshop into something Quake 2 can use. PSP is the one program you cannot do without.
Anyway if you have any further questions, or whatever you can ask me direct through the forum on my site, or you can post here as well, or IM me, any way works.

LOL I will give you the same advice I give anyone who is learning a new graphics program or technique.
Get a basic image, save it under a new name and screw it up with your new program till you get it down.
Oh you also can go to my site (link in my sig) and download one of the skin template files, and just play with it. Be sure to read the read me file first though. Then just play and play and you will figure it out. Once you have the basics down then I can answer what specific questions you may have.
