How does one make a waterfall in the Quake 2 engine?

With Surface flags: Flowing flag makes the surface look like it is moving. It is usually used along with the current_ surface properties to create the effect of a river flowing. It will move in the direction of the texture so if you wish it to flow in a different direction then you need to adjust the rotation of the texture. Like say here. Would it be accomplished by vertex editing?

To make textures slimmer you can use the Scale X Y and shift/offset. To make the brushes slimmer, you can scale them, and you can make organic surfaces and rocks around the waterfall like above using vertex editing:

You'd actually want to use edge manipulation to make the water brushes narrower. You should only use vertex manipulation on triangular brushes (like on terrain), as there will otherwise be an opposite reaction from another vertex when a brush face has 4 or more vertices.
You should also try increasing the stretch of the texture on the x-axis, as that's the direction that flowing textures move.
A very good example of this is in Daikatana's E2M2: Catacomb level. The waterfalls start out wider at the top where the water curves downward, but get narrower toward the bottom and the texture stretches out there.
