Is there any way to get or add custom crosshairs to KM Quake 2?

Yes. 1. Name your crosshair image "chX", where X is a number from 13 to 100 (the first 12 crosshairs are already provided with KMQ2). 2. Place your image in "/baseq2/pics" folder (if "pics" folder doesn't exist, create it). 3. Select your crosshair in the Options -> Screen menu.

As MaxED said, the naming scheme and folder location is just like vanilla Quake2, but with support for a much greater number of crosshairs than vanilla Quake2. The number of included crosshairs will soon increase to 16, so you'll want to number the ones you add as 17 and up.
KMQuake2 also renders larger crosshairs at a fixed size (dependent on selected crosshair scale), so you can make higher resolution ones and they will be scaled to fit in the same space on screen as lower-resolution ones. Using TGA format images with alpha channel is recommended.
