Sounds like somebody installed KMQ2 wrong, by not placing kmquake2.pk3 in baseq2, or they somehow got a badly repackaged version that either lacks this file, or has the wrong version (I've moved/renamed lots of stuff in the pak file between versions).
LOL, just LOL. nVidia's first TNT card was released in the fall of 1998, while Quake2 was released in December of 1997. The OpenGL renderer was written to support cards like Matrox, Permedia, SIS, Rendition, PowerVR, etc, with a separate proprietary renderer for 3DFX. OpenGL immediate mode calls were the only thing universally supported at the time (no arrays). It's not id's or nVidia's fault that they're the only ones who still support that in hardware.
This is probably the most common problem with getting Q1, Q2 or older enhanced engines to run. It's a damn shame that nHancer hasn't been updated to support nVidia drivers newer than 197.45. Turning on the extension limit in the nVidia control panel only lets the first two or so extensions show, which is almost as bad as crashing for many engines (it completely breaks Tenebrae, for one). nVidia really needs to make this option's limit value configurable in the control panel.

I can play Quake2 on my Windows 7 comp, but in singleplayer I can save my game but when I try to load that saved game it wont load, it will give me an erorr.

This last one has gone unanswered long enough. This error is probably the "function pointers have moved" error that can occur on Windows 2000 and later, caused by a bad and unnecessary check in the savegame code. You'll need new binaries to fix this one, I recommend downloading my v3.24 patch from here. And no, your existing savegames won't work after installing this patch.
