What are the main features of this format? Is it compatible only with KMQ2?

AFAIK it allows more control over texture alignment. It's only supported by some map editors, not including Radiant.
The next kmqbsp3 release will support this format. However, KMQ2 has nothing to do with the 220 format, as the game engine loads .bsp files, not .map files.
