I'm not sure which dll you built from the source, but it sounds like you don't have the correct one in the "tmpQuark" folder you're using for your project. You should use the missionpack support kmq2gamex86.dll from kmquake2_020_b3_missionpack.zip. That one, though quite old, adds support for the sentien only.
I have a newer one that adds the hound as well (but not the handler) available as part of a test build of the next update:

I looked at the handler, it was a large chunk of additional underlying code that I didn't want to mess with, given that I'm already using the Rogue and Lazarus AI additions. Since the source code from Oblivion was never released, there unfortunately is no monster code to integrate.

With the help of knighmare and decino's Q2Infighter, I was able to add the ogre from Quake 1 in Quake 2.
More opponents will follow.
I didn't get a chance to comment on this last night but I'm glad knightmare was able to help you out on this and am very much looking forward to seeing this develop further, could come in real handy for some interesting fun sp mission maps and even some out of the box next level thinking dm map "traps " hehe
