i wanted to ask is it possible to make an addon for quake 2 that while playing online insted of downloading the map from the server you get linked to a fixed website that includes all the maps that will be uploaded by mappers so you get fast download insted of poor 4kbs?

Use a proper q2 server/client like r1q2 and enable the gzipped in-game downloads via http.

btw is there any really fast HTTP apache servers that i can use to download the maps from when players start downloading the map?

There IS another way you can do this. If you did it right via DLL, you could send a svc_download request to the client with the byte string of the current map's bsp. If he does get the byte, then disconnect him and give him the rejmsg of "Maps available at %s". Rejmsg is a field in userinfo that tells the client he couldn't connect, and gives him the message (Example: "Password required or incorrect") that the server wants to give him.
