Looks like the wrong (or no) content flag is set. The clip property is set by the playerclip and monsterclip content flags, not the actual texture.
A map editor that supports Quake2 should load the default surface/content flags and light value from the .wal texture and automatically set them for the surface when the texture is applied. What editor are you using?
